Development Boards (for the lack of a better term at this moment) are boards, often manufactured by the chip manufacturer, that offer a microcontroller with I/O pins attached to headers, and an integrated debugger/programmer. These boards often have some external peripherals, such as LEDs, buttons, sometimes also some sensors, or serial flash memory attached.
